Personal Information.
When you create an account you make up/use a username/email and a password. The username allows other people to identify who you are as well as give you a unique name. The password you create is a type of security meant stop others from getting into your account. This is important because you might create blogs for certain people e.g. friends or co-workers. If you have any other personal information such as a credit card saved on your account a password will keep it secure.
Uploading Digital Content.
Digital content can involve a video or a simple image, an example would be YouTube. Digital content can be found in other places on the internet however you should be careful as it may contain some type of virus so it is important to have some anti-virus security when browsing the web. Some pictures might be inappropriate for some viewers, for example: if an image contained a lot of blood or swearing then it would require that you be over a certain age that must be proven via having an account.
Respect Towards Others.
On most social media websites respects toward others can be a problem. This can cause arguments online that tend to get aggressive quickly causing others to join in. Especially on blogs as blogging is about being able to talk about what ever you want and have your own opinion. Usually problems like this can be solved via admins who monitor the website or perhaps giving users the ability to report people for disrespectful behavior. The person who is being disrespectful should be punished by perhaps temporarily blocking their account or stopping them from posting blogs or replying to them.
Data Protection Regulations.
Data protection is important especially when peoples personal information is at risk as if they lose their information than they can sue who ever is responsible. To avoid this it is good for your website to have some sort of security to avoid an incident like this from occurring.

The Google blogger tool is effective because it allows other people to see what I have written and to comment on it and voice their opinions. It is easy to use and can be saved quickly. To use it you would need a Google account as well as some basic knowledge about Microsoft word and you should be fine. It would help to be organized to lay the work out for people to read easily.
One might choose to use Google blogger over another blogging service such as WordPress because it is owned by Google which is a widely used, trusted and reliable company, not to mention free. Google blogger provides you with the tools required to publish what you want. Google also provides something that everyone wants and needs. Security. Since it is hosted by Google you can be sure that it has plenty of security, as well as backups on their servers to recover your work compared to WordPress which is self hosted meaning that you must take care of security and backups yourself.
Google blogger will allow you to get started quicker as it only requires a Google account which you will most likely have as it is can be associated with YouTube and can be used for other major websites and services. However with WordPress you will have to go through a lengthy (compared to Google blogger) sign up process which can be annoying especially if you only want to write a quick brief blog.
